Sri Lanka Briefing Note, Special Topic 8/2 – 10 March 2014
In its prime time news bulletin on 06 March 2014 the state controlled Sri Lanka Rupavahini (TV) Corporation accused 24 Civil Society organisations in the country for issuing the JOINT CIVIL SOCIETY MEMORANDUM TO THE HUMAN RIGHTS COUNCIL AND THE INTERNATIONAL COMMUNITY.
As the accusing news item was read the photographs of 8 civil society leaders were shown in the back ground with the names of the Civil Society Organisations they associated with.
All directors of the Sri Lanka Rupavahini (TV) Corporation (SLRC) are political appointees of the present government. Until few months ago the chair person of the SLRC was the Media spokesperson for the President Rajapaksha. SLRC is the state broadcaster of the country.

The provincial council (PC) system in Sri Lanka was established as a result the Indo-Lanka Accord concluded between Sri Lanka and India on July 29, 1987. The 13th Amendment and the provincial council system were conceived as a political solution to the ethnic conflict. Under the amendment Northern and Eastern Provinces were amalgamated. UN Human Rights High Commissioner Navanethem Pillay has accepted the invitation by the Government of Sri Lanka to visit Sri Lanka and the visit will take place from 25 to 31 August 2013. GoSL has not agreed to invite any of the UN Special Rapporteurs, whose requests to visit Sri Lanka are pending. Continue reading

The Lessons Learnt and Reconciliation Commission (LLRC) was appointed by President Mahinda Rajapaksa for the pursuit of reconciliation in Sri Lanka, following the conclusion of a 27-year-old war in May 2009. The Sri Lankan Government, in response to the 285 recommendations made by the LLRC, sought to implement the recommendations made through a National Plan of Action (NAP) and appointed a Task Force Headed by Presidential Secretary, Lalith Weeratunga to provide it with leadership. Sri Lanka’s National Action Plan for the Protection and Promotion of Human Rights (‘National Action Plan’) appeared at the end of 2011. The drafting process had begun in 2008, consequent to a commitment made by the Government of Sri Lanka in the first cycle of the Universal Periodic Review. The first draft of the National Action Plan was formulated in a process which included the representation of civil society representatives and was completed in 2009. However, the process floundered following the abolition of the Ministry of Human Rights in 2010. Continue reading
